Oak Grove Acquisition Appraisals

  • The County ordered two appraisals in 2010 and updates to those studies 2011 for the parkland acquired next to the Oak Grove shopping center on LaVista.   These appraisals were ordered from independent (not county) appraisers, certified by the State of Georgia and members of the Appraisal Institute (MAI).
  • The owner did submit an appraisal but that appraisal was not considered.  
  • The county's real estate consultant, ordered the appraisals, did the negotiations, and wrote a "Settlement Recommendation".
  • The initial county value for purchase was set above the lowest appraisal but within the range of appraisals.  The Board of Commissioners asked for a re-negotiation on this property to the lowest appraisal, which was done.
  • "Highest and Best Use" is the standard and is defined in the appraisals.
